How fast can you get 2 expansion cities up with that much population and all the stuff around with only 1 settler at turn 1? I get a feeling that this guy gave himself 500k faith at turn 1, and possibly a start equivalent to a deity AI to bypass the expanding stuffs (hence his 3 cities only).
